Life COMET Policy Recommendations

Policy paper

This report provides policy recommendations for the effective implementation of an enabling framework for community energy, building on the European Commission’s 2026 Citizens Energy Package, including the Recommendation on energy communities and its accompanying Energy Communities Action Plan. Drawing on experience from seven European countries, it highlights the role of national coalitions and other secondary structures in strengthening policy dialogue, support services, access to finance, stakeholder cooperation, and long-term sustainability.

The Capacity Building Report details the methodology and capacity building events developed and deployed throughout the Life COMET project in order to replicate good practices for building national coalitions of energy communities in Bulgaria, the Czech Republic, Latvia, and Lithuania.

Toolkit for Energy Community Service Points

This toolkit provides operational guidance and modular tools to design, launch, and scale Community Energy Service Points. Supporting organisations in overcoming barriers to citizen-led energy initiatives, adapting to local contexts, and accelerating the deployment of energy communities through very practical, actionable resources such as checklists, templates and service design tools.

This report presents a set of 7 national roadmaps, outlining how community energy coalitions can support the growth, resilience, and long-term integration of energy communities in Croatia, Estonia, Greece, Hungary, Poland, Romania and Slovenia. By combining country-specific trajectories with a cross-cutting European perspective, this report provides both practical guidance and strategic insight for organisations working to strengthen community energy ecosystems.

Paths to Upgrading Community Energy: the life COMET Toolkit

The toolkit supports the advancement of energy community maturity levels by gathering a selection of existing toolkits, strategies, and reference documents. It equips project partners, energy communities, national coalitions, policymakers, and NGOs with knowledge and practical tools to strengthen local initiatives, improve policy frameworks, and promote inclusive and just energy transitions.
